Short answer: ChatGPT Ads are labelled sponsored placements that appear in ChatGPT for users on the Free and Go plans. As of September 2026 a small business can buy them directly in OpenAI's Ads Manager, from inside HubSpot, or through a free ChatGPT Ads app for Shopify. The catch: OpenAI says ads do not influence the answers ChatGPT gives, so an ad buys you a slot next to the answer, not a place in it.
That distinction matters for small businesses with limited budgets. If ChatGPT already recommends a competitor when someone asks "best plumber in Leeds" or "best organic dog food", an ad can put you beside that recommendation. It cannot change it. What ChatGPT Ads are (as of September 2026)
ChatGPT ads have moved fast this year. PPC Land reports that the US advertising pilot began on 9 February 2026 and that self-serve Ads Manager opened to all US businesses on 5 May with cost-per-click bidding (PPC Land, 17 September 2026).
By 23 September, OpenAI said ads were running in more than 60 countries on the Free and Go plans, and that the business had passed a $1 billion annualised revenue run rate, a figure OpenAI reports itself (OpenAI, 23 September 2026).
Bigger buyers are arriving too. Ad Age reported that Amazon Ads is now ChatGPT's biggest ad-tech partner, with Delta Vacations among the first brands to run through it (Ad Age, 10 September 2026). That means small businesses will increasingly share inventory with large brands buying programmatically.
How common are ads in answers? Similarweb estimated that 26% of ChatGPT answers shown to Free and Go users carried a sponsored placement, as reported by PPC Land. That is a vendor panel estimate, not an OpenAI figure (PPC Land, 17 September 2026).
One policy note: MediaPost, citing The Information, reported that OpenAI will stop accepting ads from standalone image and voice AI rivals (MediaPost, 10 September 2026). If you sell an AI product, check the ad policies before you build a campaign.
Ad formats: cards, carousels and Sponsored Agents
There are three formats worth knowing about. The first two are what most small businesses will use.

Sponsored Agents are the new idea. OpenAI describes them as letting someone "start a clearly labeled conversation with a business-sponsored agent" after seeing an ad, and says that conversation "is distinct from ChatGPT's independent answers" (OpenAI, 16 September 2026). OpenAI has not published pricing for the format. For a small business, treat it as something to watch rather than plan around.
How to launch: Ads Manager, HubSpot or Shopify
OpenAI announced three ways to launch on 16 September 2026 (OpenAI):
1. Ads Manager (any business). Sign up at ads.openai.com. OpenAI added an Ads Manager plugin inside ChatGPT that lets you create, update and analyse campaigns with plain-language prompts. It can turn a website or brief into a campaign draft, and Ads Manager now suggests copy and imagery from your landing page. You review and approve changes before they go live.
2. HubSpot (service businesses and B2B). If you already manage leads in HubSpot, you can connect a ChatGPT Ads account and create ads, track performance and follow up on leads from inside HubSpot. PPC Land reports that HubSpot is matching $750 of ChatGPT Ads spend for new ChatGPT Ads accounts opened by 30 September, as part of a bundle HubSpot announced (PPC Land, 17 September 2026). Check the current terms before relying on it, as the deadline is close.
3. Shopify (online stores). US Shopify merchants can use the ChatGPT Ads app to create and manage campaigns from the Shopify admin, and OpenAI said the app would open internationally from 23 September in markets where ChatGPT Ads run. According to PPC Land, the App Store listing shows the app was released on 3 September, is free to install, and installs a Shopify server pixel for conversion tracking. A simple way to choose:
- Local service business with a CRM: start with HubSpot if you already use it, otherwise Ads Manager.
- Online store on Shopify: the Shopify app, since your catalogue and tracking come along with it.
- Everyone else: Ads Manager directly.
What it costs and how billing works
OpenAI has not published a public rate card for ChatGPT Ads, and we are not going to guess at CPMs or CPCs. Here is what the sources confirm as of September 2026:
- Bidding: self-serve Ads Manager opened in May with cost-per-click bidding (PPC Land).
- Impression-billed conversion campaigns: PPC Land reports, from an OpenAI advertiser email, that a conversion-optimised campaign type billed on impressions is now generally available and is OpenAI's recommended option for performance.
- Minimum budgets: not stated in any source we reviewed.
The practical advice for a small business is the same as any new ad channel. Set a fixed test budget, pick one conversion that actually matters (a booked call, a purchase), and compare cost per result against your existing Google or Meta campaigns before scaling.
Ads vs organic recommendations
This is the part most coverage skips. OpenAI states plainly that "advertising does not influence the answers ChatGPT provides" (OpenAI, 23 September 2026). Sponsored Agents are kept in a separate conversation for the same reason.
So there are two different questions:

Two consequences follow. First, a business that ChatGPT already recommends may get less from ads than it expects, because the organic answer is doing the work. Second, a business that ChatGPT never mentions can buy visibility, but only as a labelled ad, and only on plans that show ads. Users on paid plans without ads will still only see the organic answer.

Check your organic visibility first
Before you spend, run the questions your customers would actually ask and see what ChatGPT says. Do it in a logged-out or clean session, and try several phrasings:
- "Best [your service] in [your city]"
- "[Your product type] for [specific need]"
- "[Competitor] alternatives"
- "Is [your brand] any good?"
Write down whether you are mentioned, where you appear in the list, how you are described, and which competitors are named instead. Then repeat monthly, because answers shift as models and sources change.
